In the US, both of these rings belong on the ringfinger of the left hand. You do not "have" to wear your engagement ring, or even the wedding band, at any time - but don't complain if you get people asking for your number! I think that it's appropriate to wear at least the wedding ring, like full disclosure of your social status so others know where you stand. Some women (like my mom) don't have an engagement ring to wear, and others find that gemstones on their hands make it too difficult to do everyday chores, and instead save the extras for special occasions.
