Where will I find out about an old photo from haifa?

I have an old photo from my grandad that was a signing of some document he was asked to witness. The back of the picture is watermarked with haifa - jaffa road.
I'm just wondering where I would be able to find out more about it as my grandad is no longer alive and cant tell me.

I have not been able to find any major treaty signed in Haifa between 1908 and 2005 using the site in source which lists an enormous number of events in the Middle East in that period.

It is likely to be some local or personal document (like a will) that he witnessed.

If your grandad is in uniform my best guess would be that it was the signing of a local cease-fire during the war or any of the many periods of fighting since then.
